Figure 39 from the Liverpool Interim Planning Policy Statement (March 1965) by Walter G Bor, City Planning Officer. Entitled 'System A', it illustrates the so-called 'Emphasis on Rail' strategy for Liverpool. The text states that the cost would be an estimated £250 million and the scheme could be completed in "approximately 50 years".
